一、因應近期詐騙手法猖獗，請協助宣傳本公告事宜。
二、有關詐騙集團運用第三人手機綁定被害人信用卡之新型詐騙手法，方式如下：
(一)詐騙集團先取得被害人信用卡授權，並綁定在手機組織者，再由組織者開啟家庭群組，加入群組成員對此信用卡將有完全支配權。
(二)後由不知情第三者（即學生車手）用其手機對被害人信用卡刷卡，通常是遊戲點數、線上虛寶等。
(三)第三者（學生車手）手機用此信用卡刷卡點數後，詐騙集團再以 95 折、 9 折賣出點數，換現金。
